General TopCash Terms and Conditions:

The following Terms and Conditions must be agreed to in order to participate
in our Top Bucks Per Signup Program. All Terms and Conditions must be abided
by, and are legally binding. Top Cash is owned and operated by Cyberheat,
Inc. (CHI)

Spamming is prohibited!

CHI does NOT pay on hits from spamming or listings on newsgroups, bulk
E-mailing or any other fraudulent method. In the event that any of the above
conditions exist, we will invalidate all current sales and terminate your
account without notice. Let us say it again for effect: IF YOU ARE CAUGHT
PROMOTING OUR SITES WITH SPAM/UCE, YOUR ACCOUNT WILL BE TERMINATED, ALL
AMOUNTS OWED WILL BE FORFEIT, AND WE WILL PURSUE LEGAL ACTION.

If you have a targeted, double opt-in mailing list which you would like to
use to promote TopCash sites, please contact us for approval and to set up
an initial test mailing. All new accounts must receive prior approval from
TopCash before mailing, or your account will be shut down.

Prohibited countries:

Due to excessive fraud attempts, CHI does not allow webmasters who reside in
the following countries to participate in our program: Albania, Armenia,
Azerbaijan, Belarus, Brazil, Bulgaria, China, Costa Rica, Croatia, Czech
Republic, Estonia, Georgia, Hungary, India, Indonesia, Israel, Japan,
Jordan, Kaliningrad, Kazakhstan, North Korea, South Korea, Kyrgyzstan,
Latvia, Lithuania, Malaysia, Moldova, Pakistan, Philippines, Romania,
Russia, Singapore, Slovakia, Slovenia, Syria, Taiwan, Tajikistan, Thailand,
Turkey, Turkmenistan, Ukraine, United Arab Emirates, Uzbekistan, and
Yugoslavia.

You are free to generate traffic by any method that is not in violation of
the terms herein. With this program, you may send traffic any way you like,
blind link, console, 404, refresh pages, or you can use our proven banner,
and text links. But we will terminate accounts found to be spamming.

The Per Signup program pays webmasters the following for all credit card

CHI do not accept sites that endorse: child pornography, bestiality, warez,
mp3 and password selling or trading. Any hits and/or sales sent from sites
like these will not be paid for.

All surfers sent to our site(s) must be in a full size window with toolbars,
location, scroll bars, etc. Must be a regular window unaltered.

Sites using a foreign language (other than English) are not permitted to
join.

Only one account for each program is allowed per company or organization.

CHI do not accept sites that host at: Angelfire, Geocities, Tripod, and
Hypermart.

Our site MAY NOT be opened or loaded in a FRAME. If your site uses frames,
all links to our site must use the TARGET="_top" or TARGET="_self".

Payments are mailed on the 7th and 22nd of every month. You will only be
sent a check if your account balance is at least $50.00. Payment will be
carried over to the next pay period until your account has accrued at least
$50.00.

CHI will not be held responsible for loss due to downtimes resulting from
complications with your hosting equipment or technical errors.

CHI reserves the right to terminate your account if it is idle for more than
90 days. In such cases you will be notified.

All funds are paid by check in U.S. funds.

CHI reserves the right to close any account that is suspected of fraudulent
activity. CHI also reserves the right to withhold payment from any webmaster
suspected of participating in fraudulent activity.

CHI log files will prevail in determining the number of sales, conversions,
and revenue payable to each webmaster account.
